27. MVP Scope
MVP definition
One shard, a 128 × 128-square map, three nations – Kindle Republic (democracy + capitalism), Korund (full communism + planning) and Aurelle (absolute monarchy) – chosen because they are the three most contrasting citizen experiences and exercise all three transition types – now with AI leaders: elections between AI candidates, AI leader-for-life succession/purge, and AI hereditary succession/coup backed by citizen pledges. The MVP subset is unchanged by the ten-nation decision; the launch (1.0) target is ten nations, reached in two waves after the MVP (Section 28). The MVP must build every module as a reusable SystemTemplate component (Section 22.5) so that later nations are mostly data and content.

27.1 MVP success criteria (targets to validate, not forecasts)
- Players in each nation can explain, unprompted, how their daily life differs from the other two (playtest interviews).
- Each nation retains a healthy share of its starting citizens through the first full election cycle (120 real days) – target set during alpha.
- At least one peaceful transition and one contested transition (coup attempt, purge or close election) occur in alpha.
- No nation is chosen by fewer than ~20% of new players without incentives [ASSUMPTION].
- Moderation load per 100 active players is within what the team can staff.
- AI (v0.7): playtesters rate AI leaders as responsive to citizens (they can name a decision their actions changed); zero AI safety incidents reach players unfiltered; 100% of AI decisions legal; LLM cost per shard within the Section 22.13 budget [ASSUMPTION].
- For the 1.0 (ten-nation) launch: over any 30-day window, no nation receives fewer than ~6% of new enrollments (60% of an even 10% share) without incentives, and every nation on every public shard stays above the viability floor (Section 19.2) [ASSUMPTION].
